The Federal Government of Nigeria has taken a significant step towards embracing the Fourth Industrial Revolution by officially launching the National Blockchain Policy for Nigeria and establishing a 29-member Implementation/Steering Committee. The unveiling ceremony, which took place in Abuja, Nigeria’s capital, was performed by Prof. Isa Pantami, the Minister of Communications and Digital Economy, on behalf of President Muhammadu Buhari. Pantami highlighted the inception of blockchain technology in Nigeria, which began with the unveiling and launch of the National Digital Economy Policy & Strategy (NDEPS) in November 2019.

Under the NDEPS, the seventh pillar, focused on “Digital Society and Emerging Technologies,” has made significant progress, particularly in the realm of blockchain technology. In order to support this pillar, additional policies were developed, including the Policy on Artificial Intelligence and Robotics, leading to the establishment of Africa’s first National Centre for Artificial Intelligence and Robotics (NCAIR) in Abuja. Further efforts to implement the seventh pillar led to the development of the National Blockchain Policy for Nigeria.

Pantami emphasized the importance of blockchain technology in driving Nigeria’s digital economy, highlighting that Nigeria, along with at least two other African nations, is actively participating in the Fourth Industrial Revolution. This revolution encompasses disruptive technologies such as blockchain, artificial intelligence (AI), robotics, cloud and quantum computing, virtual and augmented reality, autonomous vehicles, biotechnology, 5G, and cybersecurity.

The Minister commended Nigerian innovators for their successes and ingenuity, positioning the country as a key player in Africa’s technological advancement and the leading startup hub on the continent.

The approval of the National Blockchain Policy on May 3, 2023, signifies a significant milestone and renders the technology and its components legal in Nigeria. The policy aims to create an enabling environment for Nigeria’s young digital-native population to engage in critical thinking, identify complex problems, and develop solutions for implementation and adoption in Nigeria and beyond.

Kashifu Inuwa, the Director-General of the National Information Technology Development Agency (NITDA), described the launch as a remarkable achievement on the path to realizing a Digital Nigeria, where citizens have access to the latest technologies, skills, and a conducive environment for blockchain innovation. The policy represents a leap forward, providing opportunities for investment in talent, technology access, and domestication, ultimately allowing citizens to create and capture value from the enormous benefits of blockchain technology.

Inuwa highlighted a projection by PwC stating that by 2030, blockchain technology will contribute $1.76 trillion to the global GDP. By implementing the policy, Nigeria aims to position itself effectively to reap these benefits, potentially gaining up to $4 billion.

The National Blockchain Policy Implementation/Steering Committee comprises representatives from critical sectors of the economy, ensuring a comprehensive and collaborative approach to harnessing blockchain technology’s potential.

The launch ceremony also celebrated the graduation of 32,022 beneficiaries who received training in blockchain technology, demonstrating the government’s commitment to equipping its citizens with the necessary skills for the digital era. Graduates expressed their gratitude to the Federal Government, the Ministry of Communications and Digital Economy, NITDA, and the facilitators for providing them with the platform to acquire valuable knowledge and skills in blockchain technology.
